Framework for Effective Cancer Management (FECM)
In 2025 the Framework for Effective Cancer Management (FECM) was refreshed and relaunched. The Framework aims to help achieve the ambitions set out in the Cancer Strategy for Scotland 2023-2033 by providing clear guidance to help NHS Boards achieve the national 62- and 31-day cancer waiting times standards.
The Framework for Effective Cancer Management now incorporates 10 elements that must be considered when planning cancer services and considering user experience. Two new elements have been included in the refreshed framework: Patient Voice and User Experience, and Demand and Capacity. Of the 10 elements, 3 are overarching principles that cover all aspects of cancer services. The remaining 7 elements are more specific, operational principles.
