The NHS workforce is categorised into four groups. The definition of each workforce and the staff in each cannot be captured exactly and local interpretation may be required. If in doubt please contact the relevant service area.

Wider workforce

Everybody, regardless of role or remit. The minimum baseline awareness of core public protection messages.

General workforce

Staff who are likely to

  • Require a PVG

  • Raise a potential referral
  • Contribute relevant information to assessments and/or reports.

Specific workforce

Staff who, as part of their role, work directly with patients and their carers and:

  • Keep routine records, write reports and/or assessments for multi-agency protection meetings and participate in safety planning.
  • Contribute to single agency recording and chronologies.
  • Contribute to generic/specific risk assessments.
  • Contribute to identifying and implementing appropriate support/intervention plans.

Intensive workforce

Staff who, as part of their role:

  • Have a lead in compiling and implementing a multi-agency Child's Plan or in decision-making relevant to an adult at risk of harm.
  • Have a specific, designated role in formal protection processes.
  • Compile multi-agency or integrated chronologies.
  • Produce assessment/analytical reports.
  • Provide leadership, specialist advice, support and reflective supervision to colleagues including safe working practices.

All staff must undertake Child Protection and Adult Support and Protection training but not all staff need the same level of training. The levels below are designed to be proportionate to roles.

Level 1 - NES online training module.

All staff including non-clinical managers and staff working in health care settings (This is located in the Mandatory and Statutory Training (MAST) section on Learn Pro). Suitable for
the wider workforce.

Level 2 - NES online training module.

Minimum level required for non-clinical and clinical staff who have some degree of contact with patients and their carers e.g. dental receptionists, practice managers, administrative/ clerical and support staff. Suitable for the wider and/or general workforce.

Level 3 - full day in-person or MSTeams.

Staff working with patients and their carers and who could potentially undertake the role of lead for Public Protection on behalf of an independent contractor team. Also those who may
be asked to contribute information for the assessment and risk management of children or adults at risk of harm. Suitable for the specific and intensive workforce.

Level 4 - specialist training.

Specialist roles - named professionals e.g. Lead clinicians, Lead pediatricians, Public Protection Advisors. Suitable for the intensive workforce, likely multi-agency in nature (Health, Police Scotland, Social Work, Education and subject experts from third sector)
